Cut top off peppers and remove seeds. Drain and rinse in cold water; set aside. In a large skillet, saute onion and garlic in oil until tender. Remove from the heat; add the meat loaf, rice, salsa, cilantro and cumin.

- Mix meat in mixing bowl along with cheeses, rice, onion, seasonings, and 1/2 Cup sauce and set aside.
- Wash, then cut tops of peppers off and clean seeds and membranes from center of peppers.

- Place peppers in crockpot and pour water into the bottom around peppers. Pour the remaing sauce over the top of peppers.
- Cook in crockpot for 3 hours on high, then 1 more hour on low.

- These can be baked in a covered dish in a 350°oven for 1 and 1/2 hours.
